Our Team Leaders

Shahriar Etemadi, PTP is a planner with 30 years of private and public experience in planning and transportation engineering. He has extensive experience in master planning, growth policy initiatives, prepration of Environmental Impact Statement (EIS), transportation planning and traffic engineering, Transportation Demand Management (TDM), parking study, pedestrian and bicycle planning. He has managed, coordinated or participated in the preparation of numerous plans for large and small communities. For many years, he has managed work of architects, planners and engineers  in the areas of growth policy, master planning, land use and zoning, urban design, environemtnal planning and transportation planning.

He is the recipient of several APA awards and certificates of appreciation for his work on planning projects.

Piera Weiss, ASLA, RLA is a land planner and a registered landscape architect with experiences in comprehensive planning, area master planning, functional planning, regulatory review, legislative analysis and development, project development and management, and public outreach. Private sector experience  has  encompassed historic, cultural and environmentally-sensitive landscape analysis and management. She has worked in the field of historic and cultural preservation thorugh the Cultural Landscape Foundation and the National Association for Olmsted Park and has thought the cultural landscape at George Washington University in Washington DC.

John A Carter, AIA is a registered architect, planner and urban designer with over 35 years of experience. He has received numerous award for excellence in  his work on projects including Award for Environmental Sustainability, from National Council for Environmental Sustainability (NACES), Silver Spring Campus of Montgomery College, Woodmont Triangle Sector Plan in Bethesda, Twinbrook Sector Plan and Friendship Heights Sector Plan as well as award for his strong efforts in Community outreach.

John has managed and participated in preparation of over 20 master plans including participation in the plan for three Silver Line Metro Stations in Virginia.  

Ronald C. Welke is an engineer with extensive management level planning and engineering experience in local government agencies, and as a private consultant. His resume includes positions as Planning Supervisor with the Maryland-National Capital Park and Planning Commission (Montgomery County Planning Department, Maryland) and Chief of Traffic Engineering with Montgomery County  Department of Transportation. He was the author of the guidelines to implement the transportation recommendations in the master plans and oversaw the establishment of "Intelligent Transportation System" for Montgomery County, the first in the State of Maryland. Ron was instrumental in developing a neighborhood traffic control policy that became nationally-recognized. He also established standards to limit the speed and volume of traffic on local streets to preserve the character and livability of communities. Ron was part of a multi-disciplinary team of professionals who developed a streetscape plan for downtown Bethesda, Maryland. He is a Life Member of the Institute of Transportation Engineers.

Shiva Narooienezhad is an engineer with strong computer and transportation background and many years of experience in research, data analysis and preparation of plans and traffic studies. She has conducted extensive research funded by Mid-Atlantic University Transportation System in developing software and databases for General Transit Feed Specification (GTFS) and developing maps, analyzing and managing data using ArcGIS based on GTFS and Census data. She is proficient in numerous computer analyzing software programs for architectural, engineering, transportation and traffic modeling, planning and graphic work.
